स्वास्थ्य का सीधा संबंध जिंदगी से हैं। इंसान के स्वास्थ्य के साथ खिलवाड़ उसके जीने के अधिकार का घोर उल्लंघन है। आज बड़ी तादाद में दवाइयों के दामों में इजाफा करके उसके इस जीने के अधिकार को छीना जा रहा है। मुनाफाखोरी, बाजारीकरण और लाभ से वशीभूत दवाई कंपनियां गरीबों को स्वास्थ्य के अधिकार से वंचित रखने की साजिश में लिप्त हैं। ब्रांड के नाम पर मरीजों से मनमाफिक पैसा वसूला जा रहा है। ऐसे में दवाइयों में होने वाले खर्च से परेशान होकर कई मरीज इलाज बीच में ही छोड़ने पर मजबूर हैं। यहां सवाल उठता है कि क्या ब्रांडेड दवाइयों की खरीद के अलावा हमारे पास कोई विकल्प है। इसका जवाब है- हां, विकल्प जेनरिक दवाइयां हैं।

क्या है जेनरिक दवाइयां

जेनरिक दवाइयों को लेकर अभी लोगों में काफी भम्र है। वो इसे मूल दवा से अलग समझते हैं, जबकि ऐसा कुछ नहीं है। दवा का सॉल्ट वही होता है, बस कंपनी का नाम बदल जाता है। इसके अलावा, इसे इस तरह भी समझा जा सकता है जो दवाइयां पेटेंट फ्री होती हैं वो जेनरिक दवाइयां हैं।

नोट: हर साल 7 अप्रैल को वर्ल्ड हेल्थ डे मनाया जाता है। इसकी शुरुआत  वर्ल्ड हेल्थ ऑर्गनाइजेशन  (WHO) ने 1948 में की थी।  

नरिक दवाइयों और ब्रांडेडे के सॉल्ट में कोई अंतर नहीं होता है। अमेरिका की फूड एंड ड्रग्स एडमिनिस्ट्रेशन का भी मानना है कि जेनरिक दवाइयां भी उतनी ही प्रभावी और सेफ होती हैं जितनी की ब्रांडेड दवाइयां। जनेरिक दवाइयों पर अनेक सेमिनार कर चुके प्रतिभा जननी सेवा संस्थान के राष्ट्रीय समन्वयक आशुतोष कुमार का कहना है- ‘हिंदुस्तान के बाजारों में जो कुछ बिक रहा है अथवा बेचा जा रहा है, उसकी मार्केटिंग का एक बेहतरीन फार्मूला है भ्रम फैलाओ, लोगों को डराओ और मुनाफा कमाओ। जो जितना भ्रमित होगा, जितना डरेगा उससे पैसा वसूलने में उतनी ही सहुलियत होगी।‘

दवाइयों की कॉस्ट तब बढ़ती है जब उसे ब्रांड का नाम देकर उसकी मार्केटिंग की जाती है। कंपनियां दवाई की लागत से मार्केटिंग तक के खर्च को उपभोक्ता से वसूलती हैं। दवाई के लागत मूल्य से कई सौ गुना ज्यादा में उसे उपभोक्ता को बेचा जाता है। जितना बड़ा ब्रांड उतनी ही महंगी दवाई। ये फॉर्मूला इस दिशा में बेहद कारगर है। ऐसा नहीं है कि सरकार जेनरिक दवाइयों के महत्व को नहीं समझती है। इस वक्त देश में सवा सौ के आसपास जेनरिक दवाइयों की दुकानें हैं, जो मरीजों को सस्ते दामों पर दवाई उपलब्ध करा रही हैं। 2011 में बॉलीवुड एक्टर आमिर खान ने अपने शो ‘सत्यमेव जयते’ में महंगी दवाइयों के विकल्प के रूप में उभरी जेनरिक दवाइयों को चर्चा में लाकर इस दिशा में एक महत्वपूर्ण काम किया।

ब्रांड के नाम पर मनमानी कीमत वसूलने के खिलाफ संघर्ष करने वाली ' प्रतिभा जननी सेवा संस्थान' का कहना है कि भारत जैसे देश में 32-35 प्रतिशत लोग गरीबी रेखा के नीचे हैं। ऐसे में दवाइयों को ब्रांड के नाम पर बेचने की जरूरत क्या है। संस्था के समन्वयक आशुतोष कुमार का कहना है कि इस देश को दवा की ज़रूरत है न की ब्रांड की।

भारत में दवाइयों के मूल्य का निर्धारण एनपीपीए करती है। इसके लिए भारत सरकार ने 348 सॉल्ट का नाम निर्धारित किया है। पहले इनकी संख्या 74 थी। यहां एक बात ध्यान रखने योग्य है कि भारत में वैसे भी 12-13 दवाइयों पर ही रिसर्च हुई है, बाकि की रिसर्च सब विदेशों में ही होती है। हालांकि, कई बार किसी खास दवा की ज़्यादा ज़रूरत को देखते हुए सरकार उसकी जेनरिक बनाने का आदेश भी देती है।

वैसे भी आज जेनरिक और ब्रांड के बीच इतनी धांधली हो चुकी है कि आम जेनरिक दवाइयों को भी ब्रांड के नाम से बेचा जा रहा है। सरकार का कहना है कि दवाई कंपनियों की दवाइयों पर 1126 प्रतिशत का फायदा होता है जबकि समाजसेवी संस्थाओं का मानना है कि यह फायदा तीन हजार प्रतिशत तक होता है। सरकार का भी कहना है कि अगर दवाई का कॉस्ट ऑफ प्रोडक्शन एक रुपया है तो उसका एमआरपी दो रुपए हो सकता है, जबकि ऐसा नहीं होता है कॉस्ट से कई गुना ज़्यादा की कीमत पर दवाइयों को बेचा जाता है।

देश में कई राज्य ऐसे हैं जहां राज्य सरकार के आदेश से जेनरिक दवाइयां बेची जाती हैं। राजस्थान में साल 2008 से ही जेनरिक दवाइयां बेची जा रही हैं। इस मामले में तमिलनाडू सबसे सजग राज्य है। यहां सन् 1995 से ही राज्य सरकार के आदेश पर जेनरिक दवाइयां बेची जा रही हैं।

यहीं नहीं, आपको जानकर हैरानी होगी कि भारत से हर साल विदेशों में 45,000 करोड़ रुपए की जेनरिक दवाइयों का निर्यात होता है। अमेरिका में ब्रांड नाम की कोई चीज नहीं है। वहां जनेरिक दवाइयां ही बेची जाती हैं। जेनरिक की तुलना में ब्रांडेड दवाइयां कितनी महंगी बेची जाती हैं, इसे ऐसे समझा जा सकता है। एंटीबायटिक के रूप में प्रयोग होने वाली दवा एजीथ्रोमाइसिन सामान्य तौर पर 58 रुपए( 10 टेबलेट ) में मिलती है, लेकिन ब्रांडेड की कीमत 200-300 रुपए है।

दवा के पेंटेंट के संबंध में अलग-अलग देशों में भिन्न-भिन्न समय सीमा तय है। भारत में बाजार में आने के 20 वर्षों के बाद उस दवा के उस फार्मूले का स्वामित्व खत्म हो जाता है।
